Overview
The Quebec Skilled Worker Program is for people who want to become permanent residents and settle in the province of Quebec. Quebec has a special agreement with the federal government that allows it to select its own immigrants based on its own criteria and needs.
Best for: Quebec's own immigration program for skilled workers
Program Overview
The Quebec Skilled Worker Program (Programme régulier des travailleurs qualifiés — PRTQ) allows skilled workers to immigrate to Quebec. Unlike federal programs, Quebec selects its own immigrants using its own criteria. If selected, you receive a Certificat de sélection du Québec (CSQ) and then apply to IRCC for federal PR. The program uses a points-based system (Quebec selection grid) evaluating education, work experience, age, language skills, stays/family in Quebec, spouse characteristics, and valid job offer or Quebec diploma.
Key Benefits
- Live in Quebec — one of Canada's most vibrant, culturally rich provinces
- Quebec has its own selection criteria — may suit applicants who don't qualify for Express Entry
- Strong emphasis on French language skills — advantageous for francophone applicants
- Large job market in Montreal, Quebec City, and other cities
- Access to Quebec's excellent public education and healthcare systems
- Pathway to Canadian citizenship after 3 years of PR

Quebec-Selected Skilled Workers FAQs
French is not strictly mandatory, but it is very heavily weighted in Quebec's selection grid. Applicants with strong French skills (B2 or higher on TEF/TCF/DELF) score significantly higher. Without French, you would need very high scores in other factors to be competitive.
A CSQ (Certificat de sélection du Québec) is Quebec's provincial selection. After receiving a CSQ, you still need to apply to the federal government (IRCC) for permanent residence. The CSQ confirms you meet Quebec's requirements; the federal stage confirms medical/security admissibility.
No. Express Entry is for applicants who intend to live outside Quebec. If you want to settle in Quebec, you must go through Quebec's own immigration programs (like the QSWP, PEQ, or Quebec business programs).
